You can't turn off seeding in uT so your question doesn't make much sense. You might be confused on how bittorrent works, you download and upload simultaneously when using torrents. There's no way to "turn off" uploading.

Shouldn't you be able to do it by going to Options -> Preferences -> Seeding Priority. Set the ratio you want to reach, I guess 100% is a ratio of 1.
